After you’re familiar with the draft, we thought to take a meeting with collectors, in order to compile and convey in a summary material the remarks of actors and stakeholders affected by the draft law.

Below is the message of the Minister Kumbaro.

“Dear Friends, Dear Colleagues,

Modestly let us share with you the new draft law “On Cultural Heritage and Museums”.

I took a long and deep initiative.

Three years in this team of the Ministry of Culture, reflecting and working on the use of current law, the provisions of which are regularly the subject of discussion and review not only by the administrative practice of the Ministry of Culture but also at the partner institutions; three years in marathon meetings of the National Council of Archaeology and those of the National Council of Restoration; three years trying to establish a functional system of managing cultural heritage and its promoting as a  development resource not as a death subject – all this time was enough to understand that the current law does not answer all the demands of the time .

It leaves many questions unanswered and therefore leaves space for subjectivity.

Current law does not orients the future, how it will be administered and maintained cultural assets, how will comply heritage with the territory, with the needs of the people, how will include the local government in this development, how will realise the movement of movable cultural assets, how will build partnerships with the owners, with business donors, and so on.

More than two years of work by the group of the Ministry of Culture, in cooperation with institutions and cultural heritage experts, more than 4-5 remixed versions are processed, dozens of meetings where ideas and debates are often too hard.

They are referred to some experiences in Europe, from Italy to Bulgaria, we have integrated all European conventions ratified by Albania, have agreed this draft directives of the European Union, we consulted the manuals of UNESCO, ICOMOS and ICOM Poll, to be in line with the definitions and guidelines of the EU.

But even this will not be enough to reach to this draft if we would not have the support of the Albanian American Foundation for Development and  expertise of legal studio Hajia & Hajdari as well as some well known experts in different areas of law that are combined in this law.

Today we redirect this project to you. It is not perfect but it’s probably completed.

We would be very grateful, if you could browse it full or part of it, according to your field of interest and expertise, to suggest, correct and supplemented.
