On December 16th, 1919, in Vlora, between the Albanian Provisional Government of Durres and the Italian Command of occupation in Albania was signed the protocol for the transfer of the administration of Gjirokastra prefecture subordinated to the Albanian government, of course under the complete control of the Italian forces of occupation.
