On July 17, 1914, the “Corfu Protocol” was signed, according to which two of the southern prefectures of Albania would enjoy semi-autonomous administration. They would have the local gendarmerie and the Albanian army had no right to enter the war in the south of the country. In schools, lessons would be given in Greek and the administration would use the Greek language as an official language.
