On April 22nd, 1913, Ottoman forces leave Rozafa castle in Shkodra, which was also their last stronghold in the Balkans. The castle remained in the hands of Esat Pasha Toptani. To ensure the support of Montenegrins and the Great Powers, which were represented at the ICC in achieving of his ambitious plans for power on April 22nd, 1913, he signed the capitulation agreement, and handed Rozafa to Montenegrins.
