On 10 May 1939, the Italian invading authorities produced two laws, according to which the gendarmerie and the Albanian border guard forces were involved in the Italian armed forces and were under the command of fascist officers. Both laws hold the quisling cabinet firms, led by Shefqet Vërlaci.
