On 11 May 1924 the Prefect, inform the government of Puka and Mirdita condition had deteriorated and was out of control, while Peak civil and military authorities had no power to impose on the people or the will of the government, nor maintain calm and order. It had thus started to raise from below, the wave of the June Revolution.
