On December 12th, 1921, Rauf Fico, was appointed interior minister in the government of Idhomen Kosturi, which did not last very long. Fico, an active politician of those years passed in the Foreign Service, while in January 1929, took the post of Foreign Affairs Minister, in the cabinet of Kristaq Kosta. In March 1930, he was appointed Minister of Interior in the government of Pandeli Evangjeli.
