On February 12th, 1919, the Provisional Government of Durrësi, sent to the Peace Conference in Paris, a memorandum requesting to return the Albanian State “Autonomy”, which was guaranteed by the 1913 Conference and Albanian regions that Montenegro are provided with the decisions of the Berlin Congress and the Conference of 1913, the Albanian territories that were given to Serbia and those given to Greece by the decisions of the London Conference.
