In the report that the French governor of Corfu sent to Paris on 1803, he had written for the smart diplomacy of Ali Pashë Tepelena, who was trying to provide the support of France and other powerful countries, to keep his independence from the Ottomans and to achieve his ambitious projects for creating an Albanian independence state.
