Between the Albanian and the Italian Government, was signed in Rome on January 20th, 1924, “the Treaty of Commerce and Navigation”. Ahmet Zogu hesitate to present to the parliament for ratification. So one year later, in March of 1925, it was signed the “Final Protocol”, which opened the way for its implementation.
