On July 22, 1922, the Tirana Educational Congress began its work. There were 40 delegates representing the most progressive national education forces, including Sali Ceka, Aleksander Xhuvani, Qamil Bala, Jani Minga, Thoma Papapano, Dilo Sheperi and others. Congress intended to give the Albanian school a secular spirit and the masses.
