On the Sinje Mountain, not far from Berat, on 23 July 1912, the Sinai Assembly was convened, involving the rebels, armed guerrillas and organizers and activists of the national movement. The Assembly approved the memorandum, bearing the signatures of 46 representatives of Izet Zavalan, Pandeli Cala, Mustafa Kapinova, Jaup Korca, Mahmut Zaloshnja, Sejfulla Staravecka, Abaz Pobrat, Tasi Manes, Kosta Marina, and others. The memo was scattered around the cities of Albania and the foreign consuls. Meanwhile, Albanian insurgents invaded the telegraph office in Fier and broadcasted its content in Istanbul, forcing the big vizier to hold talks with Albanian rebels.
