After the Sultan declared Ali Pashë Fermanli, on May 23rd, 1820, he called a special meeting of Albanian and Greek leaders, and priests, to mobilize the population, against the revenge that the Ottoman invaders were preparing. He promised to those present that breaking the Turks would create a constitutional state that would include Albania and Thessaly, while Central Greece and Morea would be organized into an autonomous state under the protection him.
