Vilhelm Vidi’s government, after a long period of hesitation, under the pressure of representatives of the International Commission on Control, on June 23, 1914, ratified the “Corfu Protocol”, a process that the Great Powers had accomplished several days earlier. The Government of Vitt hoped that after this, the “Northern Epirus” leaders would end the armed attacks.
