The letter, dated on April 24th, 1385 was issued by Balsha II as the Duke of Durres. It testifies to the good and friendly, economic and trade relations with Dubrovnik, or Ragusa, for the mutual privileges enjoyed by the citizens and especially the merchants of Durres and Ragusa during the travel and economic exchanges. The document shows interest also because Durres, is ruled by Balšić even before their principalities have been a consolidated state formation with the inner life and relations with neighboring principality. So Balsha II, with the document confirms the letters of his brother George.
