On April 3rd, 1880, in Shkodra, was established “the Protective League of mountains and the city.” At the head of it, was elected the committee with 12 Muslim and Christian members. Chairman of the Committee, was Hodo Sokol, a colonel in the Turkish army and vice president Prenk Bibë Doda. The Committee took over the organization of the national defence.
