According to the Vienna accord, signed in April 1941 by German Foreign Minister Ribbentrop and the Italian Foreign Minister, Konti Ciano, the Albanian lands in Yugoslavia, were divided between German, Italian and Bulgarian occupiers. Under the Italian administration, most of Kosovo was included, as well as some Albanian lands in Montenegro and Macedonia. In the Royal Decree of Victor Emmanuel, dated August 7, 1941, all these territories joined Albania, thus creating the so-called “Great Albania”. In these areas, the administration was established with Albanian employees, Albanian schools were opened and the publication of Albanian-language newspapers and books was started. Meanwhile, other parts of the Albanian territories entered the administration of Bulgarian fascists, while the districts of Mitrovica, Vushtrri, Llapi and Podujeva, due to their rich natural resources and strategic position, remained in the German invasion zone. The so-called “Great Albania”, created by Italian fascists, was not ethnic Albania, it did not include all Albanian territories. Outside of it remained some Albanian areas of economic and strategic importance, as well as Chameria in the south of the country. With this act, the Italian invaders aimed to fulfill their economic and political interests, to expedite the occupation zone and to calm the Albanians, to remove them from the path of war. Regardless of the facilities he created for the development of language and education, the communication of people of a blood, etc. this union was not the solution of the national problem and there was no future, since the anti-fascist allies had declared that they would not know No change of boundaries that would make the Nazi-fascist aggressors and the border issue would be solved after the war with self-determination.
