After breaking the resistance in Albanian scaffolds the people of Duce, quickly marched inside the country. On April 8th, they went to Tirana. King Zogu with his retinue had gone. The same day, in our capital came Count Ciano and hurriedly set up the Administrative Committee “to ensure order and discipline in the entire country”. The Committee was chaired by the closest man of King Zog, Xhafer Ypi. In its composition, were Zef Kadare, who headed the internal affairs, Mihal Sherko for foreign affairs, Kosta Marku for finance, Izedin Beshiri for public works, Pertef Pogoni for the education and Llambi Aleksi for the national economy. Xhafer Ypi also headed the justice sector.
