On April 11th, 1760, Jakov Suma, the representative of Albania, concludes his diplomatic mission in St. Petersburg, where he had gone to join the Albanian insurgent forces with those of the Russian Empire in the fight against the Ottoman invaders. In the document that has come till our days, Jakov Suma, writes to the Russian empress Elisaveta that “60 thousand Albanians can arise at any time and fight with their weapons and costs alongside the Russian forces”.
