On February 1st, 1914, the German and British representatives of the International Control Commission, which virtually had the function of the government in our country, formally asked to Esat Pasha Toptani, to stop the intrigues and conspiracies and give up to the claims for power. They asked to resign as Ismail Qemali did, the first prime minister of the Albanian Government, but Esat Pasha Toptani refused.
