Gripped by the economic and financial crisis, the Government of Tirana, on March 19th, 1936, signed with the fascist government of Mussolini 11 agreements that practically prepared 7 April 1939. Through these, Rome created all the opportunities and channels for possession the economy, the civil and military administration of Albania, strengthening even more the half colonial regime that had set up in our country. It was discussed and written about the secret agreement with the political-military character that forced the government of King Zogu to take for the organization of the state apparatus and the army, only fascists advisors and organizers. No less disturbing was, especially for the neighbours, the agreement for the modernization of the port of Durres that was used three years later for the invasion of Albania and then the aggression against Greece.
