The insurgents from Dibra established The Provisional Government of Dibra after the liberation of the city from the Serbians conquerors. On its behalf, Mehmet Sejfudini and Sulejman Pustina, informed the Government of Vlora in a letter dated September 23rd 1913, for the achievement of the insurgents and asked for support in order to cope with future aggression of Serbian chauvinists.
